Preamble
The Nation of Cosmic Peace and Unity
(hereafter “Cheon Il Guk”) is the world where all humanity, both in the
physical and the spiritual worlds, lives in attendance to God as
their parent, under the ideal of “One Family under God.” God envisioned
Cheon Il Guk when He created men, women and all things at the beginning of
time, but His dream was left unfulfilled due to the Fall of the first human
ancestors. Therefore, despite the pain and sorrow in His heart, He has been
leading the providence of restoration.
After
passing through the greatly extended providential history of restoration, God sent (God sent? or did God chose
among several candidates?) the Reverend Sun Myung Moon and Dr. Hak Ja
Han Moon to the earth as
the Savior, Messiah, Returning Lord and True Parents of Heaven, Earth, and
Humankind. Rev. Sun Myung Moon and Dr. Hak Ja Han Moon, the True
Parents, discovered the lost Word of God and proclaimed it to the whole world.
They fulfilled the ideal of all religions and bequeathed to us God’s true love,
true life and true lineage after bringing them to the level of cosmic
settlement. True Parents' course has been a treasure house of victories
achieved in heaven and on earth through unfathomable sacrificial indemnity and
devotion; as such it is the
model of life that all people should follow.
The
True Parents have attained complete and final unity, equality of position, and
equal authority. Having
perfected, completed and concluded their mission and attained the status of the
eternal King and Queen of Peace of Cheon Il Guk, on the thirteenth day
of the first month by the heavenly calendar in the founding year of Cheon Il
Guk, they proclaimed Foundation Day, the beginning of Cheon Il Guk in
substance.
This
Constitution is enacted to establish the laws, principles and guidelines
that will serve all the people of Cheon Il Guk and guide them so that they may
embody the Word, which True Parents have revealed throughout their lives, and
establish the structure of life, of family, of national churches, and of the
global church, in order to bring about the firm establishment and completion of
Cheon Il Guk.
While
attending God and True
Parents, we pursue a peaceful
world through ideal families amid the blossoming of the culture of heart based
on true love that goes beyond the walls of religions, national borders, gender,
and race, and we aim at consensus in harmony among all people.
Under
the blessing of True Parents, Cheon Il Guk hereby declares this Cheon Il Guk
Constitution in front of all humankind and the entire cosmos on this 13th day
of the first month of the second year of Cheon Il Guk by the heavenly calendar.
Family
Pledge
1. Our family, the owner of Cheon Il
Guk, pledges to seek our original homeland and build the Kingdom of God on
earth and in heaven, the original ideal of creation, by centering on true love.
2. Our family, the owner of Cheon Il
Guk, pledges to represent and become central to heaven and earth by attending
the Heavenly Parent and True Parents; we pledge to perfect the dutiful family
way of filial sons and daughters in our family, patriots in our nation, saints
in the world, and divine sons and daughters in heaven and on earth, by
centering on true love.
3. Our family, the owner of Cheon Il
Guk, pledges to perfect the Four Great Realms of Heart, the Three Great
Kingships and the Realm of the Royal Family, by centering on true love.
4. Our family, the owner of Cheon Il Guk,
pledges to build the universal family encompassing heaven and earth, which is
the Heavenly Parent’s ideal of creation, and perfect the world of freedom,
peace, unity and happiness, by centering on true love.
5. Our family, the owner of Cheon Il
Guk, pledges to strive every day to advance the unification of the spirit world
and the physical world as subject and object partners, by centering on true
love.
6. Our family, the owner of Cheon Il
Guk, pledges to become a family that moves heavenly fortune by embodying the
Heavenly Parent and True Parents, and to perfect a family that conveys Heaven's
blessing to our community, by centering on true love.
7. Our family, the owner of Cheon Il
Guk, pledges, through living for the sake of others, to perfect the world based
on the culture of heart, which is rooted in the original lineage, by centering
on true love.
8. Our family, the owner of Cheon Il
Guk, pledges, having entered the Era of Cheon Il Guk, to achieve the ideal of
God and human beings united in love through absolute faith, absolute love and
absolute obedience, and to perfect the realm of liberation and complete freedom
in the Kingdom of God on earth and in heaven, by centering on true love.

CHAPTER
1: GENERAL PROVISIONS
Section 1: God
Article 1: God
1.
God is the Creator of the cosmos (the heavenly and earthly realms).
2.
God, as the Heavenly Parent, is the original essence of heart.
3.
God is the Lord of heaven and earth who through true love and His Word presides
over, and carries out His providence in, the world of creation.
Article 2: God and Humankind
1.
God is the incorporeal True Parent and stands in a parent-child relationship
with humankind.
Very important to define our true identity,
we are God’s sons and daughters, and God is the source of our dignity
and value, with all the subsequent implications. Such identity is intrinsic and inalienable. It does not depend on the spiritual level that each
person attains in the gradual process of restoration, or if one recognized TP
or not, or that he/she has received the blessing or not.
"God is eternal. God is
permanent, and He will never shift His position. Even after the fall of man God
did not chastise mankind permanently. God did not say, "Because you have
become such a dirty, fallen sinner you and I have nothing to do with each
other. Don't come to me; I am no longer your Father." God will never say
this. God still recognizes mankind as His own sons and daughters." (Rev.

2. God
wishes for human beings to complete the Three Great Blessings: the perfection
of character as individuals, the perfection of the family, and the perfection
of dominion.
3.
God wishes for all people to inherit God’s true love, true life and true
lineage and to unite in love with God, thereby becoming God’s object partners in substance.
There
should be an explanation about the meaning and differences between to be “God’s object partners in substance” and “the perfected embodiment of God”
(mentioned in Art. 4).
4.
God has carried out the providence of restoration in order to save humankind, which has lost its
original value as envisioned at the time of creation.
The process of restoration
should focus on the recovery and recognition of such “original value” which is
intrinsic and inalienable to
all human beings as God’s son and daughters.
As persons and families, we have inalienable,
ineludible and unrenounceable rights and obligations endowed by God to:

Govern
the world by our conscience, reason and natural law manifesting a transparent
life.

Create
true families based on absolute sexual ethics and intercultural marriages.
-
Love
and preserve the natural and spiritual environment.

Article 3: God and Cheon Il Guk
God establishes Cheon Il Guk through
the True Parents and the citizens of Cheon Il Guk.
Section 2: The True Parents
Article 4: The True Parents
1. The True Parents are the original
ancestors of humankind as the perfected embodiment of God, who have achieved oneness in heart,
oneness in body, oneness in thought, and oneness in their core essence.
It should be admitted and explained without
ambiguities if only TP are “the perfected embodiment of God” or
if every couple is called to achieve the same “oneness
in heart, oneness in body, oneness in thought, and oneness in their core
essence”. Therefore, my suggestion
is to rewrite the previous sentence as: “1. The True Parents as the
perfected embodiment of God, who have achieved oneness in heart, oneness in
body, oneness in thought, and oneness in their core essence; are encouraging
every couple to achieve the same.”
2. True Parents have cosmic value
and stature that is absolute, unique, unchanging and eternal.
It is magnificent that this CIG
Constitution recognizes that “True Parents have cosmic value and stature that is
absolute, unique, unchanging and eternal”, but it should recognize also the same intrinsic
value to each individual person as citizen of CIG.
The article should be rewrite as: “2. True
Parents have cosmic value and stature that is absolute, unique, unchanging and
eternal. The same value is endowed by the Creator to each individual person as
citizen of CIG”. Because each person has sacred, cosmic and unique
value and is endowed with irrevocable dignity; therefore, people are not means
but ends in themselves. Every victory
the Messiah (Jesus Christ or True Parents) accomplishes for the providence and
proclaims for himself and his family, are claims done as a representative of
humanity and therefore done for each and every person as God's sons and
daughters, all who need to restore THEIR ORIGINAL VALUE:
-
Sacred value. We have intrinsic and inalienable dignity as God's
sons and daughters.

Cosmic value. As visible manifestations of the invisible Creator,
we are microcosms of the macrocosm.

Unique Value - Never will be another person exactly like each one
of us. We are unique, unrepeatable and irreplaceable.
-
Eternal value. We are eternal beings who will live forever in the
spiritual world with God.
The fact that each person has these transcendent
values is the basis of universal human rights and an ethical society
that recognized that each person is endowed with inalienable rights given by their Creator (because we are we are God’s sons and daughters, Art. 2,1)
Principle of
human dignity and equality. Each and every human being,
without distinction of gender, race, ethnicity, class or social condition
possesses the same special dignity, by nature or because it was conferred by
God, which distinguishes them from the rest of the creatures, and they bear the
same sacred, cosmic, unique, and eternal value which is innate and intrinsic to
their human condition, and therefore they all merit the same exquisite

3.
True Parents are carrying out, throughout heaven and earth, the spiritual work
for the rebirth, resurrection and eternal life of all people, through true
love.
Article 5: The True Parents and Cheon
Il Guk
The True Parents are the eternal
King and Queen of Peace of Cheon Il Guk who have perfected, completed, and
concluded all aspects of their mission.
It is wonderful that the CIG Constitution recognizes that “True Parents are the eternal King and Queen
of Peace of Cheon Il Guk”, but it should recognize
also that we should became also kings and queens of love and create the kingdom
of love as
citizen of CIG.
The article should be rewrite as: “The True
Parents are the eternal King and Queen of Peace, and all the citizens of
Cheon Il Guk should became also kings and queens of love and create the kingdom of love.
This is a beautiful truth. You are born as the princes and princesses
of love. You must become kings and queens of love and create the kingdom of
love. That is God's ideal and that is the true purpose for your being
born. Human dignity and value is that great. We were born for the
perfection of love. Do you follow?
Therefore, nothing should become an obstacle in our pursuit of this love,
not even death. We were conceived in love, born in love, and we grow up in
order to fulfill that love. Ultimately we are transformed into the ultimate
love relationship with God. That is the purpose of life. When you get
older you can think that the time for the ultimate maturity of love is near and
it can be an exciting thing. Old age need not be gloomy at all but rather a
time of looking forward to a new rejuvenation of life with God. How exciting that
is!

Article 6: Powers Related to the
Management of Cheon Il Guk
1. True Parents have final
decision-making authority over the management of Cheon Il Guk.
2.
True Parents may, when necessary, delegate their authority in matters of
management, within a
limited scope.
I will rewrite this article as “1.
True Parents have final decision-making authority over “providential matters”
in the government of Cheon Il Guk”. 2. True Parents will delegate their
authority in matters of management to the constitution
itself (rule of law) and the elected officials as public servants”. I will explain why:
In practical terms to “have final decision-making authority over the management of
Cheon Il Guk” will create a kind of "absolute monarchy" previous
to the American Revolution (it turns back the clock to the Europe of the seventeenth century)
which correctly the DP text analyses, recounting the historical need for a
providential change. (“The kings came to command absolute power
and justified it by the doctrine of the divine right of kings.” …
“Democracies of two types arose with the purpose of dismantling absolute
monarchy and transferring sovereignty to the people.” … “Absolute
monarchy thus ran counter to the goal of the Abel-type view of life.” - DP)
A constitutional monarchy model (known also
as Ceremonial monarchy) is the most logical for CIG in order to honor "The
True Parents" as "the eternal King and Queen of Peace of Cheon Il
Guk". It is better a “Constitutional Monarchy” than an absolute one, among
other reasons; it is the providential course as the Divine Principle
recognizes: ‘With the establishment of
constitutional democracy, the framework for the ideal political system was
set up.’ (EDP II.5.3.2) Father also makes a clear distinction: “Parents love children, not govern them.
God loves not governs”; we should be God’s children, not his vassals,
subjects or commoners (subordinates or under the rule of). The King and Queen “reign,
but do not rule”; it is the constitution itself (rule
of law) and the elected officials (instead of appointees) the ones that should
take responsibility for the “management” and the government of CIG. Except for “providential matters”, it
will be an error for TP to "manage" (God forbid
"micro-manage") all of the complex political, economic and legal
affairs of a nation. In the long term, it will be a recipe for disaster ... an
open door for nepotism, despotism, absolutism (absolute monarchy), and if there
are not choices for political parties or differences of interpretation or
opinion in CIG, it will go downward the road to tyranny and totalitarianism...
My concern is that IF the CIG constitution imposes a
“ruling absolute monarch” instead of a constitutional or ceremonial one, it
will have the same future problems as God forewarned the prophet Samuel when
“Israel asked for a King” in 1 Samuel 8: 6-22:
6 But when they said, “Give us a king to lead us,” this
displeased Samuel; so he prayed to the Lord.
7 And the Lord told him: “Listen to all that the people are saying to you; it is not you they
have rejected, but they have rejected me as their king.
8 As they have done from the day I brought them
up out of Egypt until this day, forsaking me and serving other gods, so they
are doing to you.
9 Now listen to them; but warn them
solemnly and let them know what the king who will reign over them will claim as
his rights.”
10 Samuel told all the words of the Lord to the people
who were asking him for a king.
11 He said, “This
is what the king who will reign over you will claim as his rights: He will take
your sons and make them serve with his chariots and horses, and they will run
in front of his chariots.
12 Some he will assign to be commanders of
thousands and commanders of fifties, and others to plow his ground and reap his
harvest, and still others to make weapons of war and equipment for his
chariots.
13 He will take your daughters to be
perfumers and cooks and bakers.
14 He will take the best of your fields and
vineyards and olive groves and give them to his attendants.
15 He will take a tenth of your grain and
of your vintage and give it to his officials and attendants.
16 Your male and female servants and the
best of your cattle and donkeys he will take for his own use.
17 He will take a tenth of your flocks, and
you yourselves will become his slaves.
18 When that day comes, you will cry out
for relief from the king you have chosen, but the Lord will not answer you in
that day.”
19 But the people refused to listen to
Samuel. “No!” they said. “We want a king over us.
20 Then we will be like all the other
nations, with a king to lead us and to go out before us and fight our battles.”
21 When Samuel heard all that the people
said, he repeated it before the Lord.
22 The Lord answered, “Listen to them and
give them a king.”
Then Samuel said to the Israelites,
“Everyone go back to your own town.”

According to the history of restoration, humanity like
the Israelites is “supposed to be on a
journey from Egypt to Canaan; from slavery to freedom. On the way to Canaan the
Israelites, all of them individually and collectively, made a covenant with God
and each other at Sinai. That was their constitution. God was their king and
all of them were God's children, the heirs to the promises given to Abraham.
This constitution created a realm of freedom under law in which every person
was to live according to their conscience pursuing beauty, truth and goodness.
Sadly the CIG constitution is a
constitution for Egypt where the pharaoh was god and the owner of all Egypt.” (William Haines - 3 Apr 2014)
John Emerich Edward Dalberg-Acton, known as Lord Acton, remain us an important
lesson in ancient history, with valuable implications for this time: “The
government of the Israelites was a federation, held together by no political
authority, but by the unity of race and faith, and founded, not on physical
force, but on a voluntary covenant. The principle of self-government was
carried out not only in each tribe, but in every group of at least 120
families; and there was neither privilege of rank, nor inequality before the
law. Monarchy was so alien to the primitive spirit of the community that it was
resisted by Samuel.”

Father gave an interesting answer to F. Sontag about
the source of his authority:

Sontag: You are often accused of being authoritarian
and even dictatorial and militaristic. What would you say about your own sense
of authority and how you exercise it? How would you express your own authority
in relationship to members?
Moon: Actually, anybody who really knows
the Divine Principle would not take it that way. This is only the external
appearance. After just one glance someone might say that I am authoritarian.
But actually, let's think about God. You could say God is a dictator. He has no
congress to report to, and he is not elected. But nobody calls God a
dictator because he is love. Love is stronger than any authority. So when
outsiders look only at my authority, they may consider me a dictator. But they
totally miss the point. I am a parent to the members. Parents love children,
not govern them. God loves, not governs. In the Unification Church, if you
miss that spiritual quality of love, God's love, then you could describe the

It is important and necessary to clarify in reference
to AUTHORITY, that Father (and the same apply now to Mother) as the Messiah has
never claim infallibility for himself (fallible by his own admission) and his authority is limited to providential
matters, he is only claiming authority in 8 areas in the Peace Message
No. 15:
- knowledge of God,
- the reality of Satan,
- understanding of the human condition,
- knowledge and understanding of the spirit world,
- knowledge about Jesus,
- knowledge of the core contents of the Bible and other religious
scriptures,
- knowledge and understanding of the goal human history,
- and true family values -
Therefore, there are many others areas of knowledge
and experiences in which Father (or Mother) cannot be put as an authority.
These are areas in which he has not competency and therefore has limitations
like any other person.
The perfection
that Jesus Christ speaks in Matthew 5:45 and which we are all supposed to
achieved, is fundamentally “the perfection of heart and love”, so, the
messiah is perfect in heart. It is important not to
confuse concepts neither terms, because that's not to say that the Messiah
should be infallible and knowledgeable in matters of economy, business,
medicine, astrophysics, architecture or to be an expert couch to win the next
World Cup. This
is surely why God created so many of us - so that we could combine our
knowledge and talents to build a world based on true heart. It would be a
miserable world where millions of “individual truth bodies” (all children of
the same God - Imago Dei) abandoned their God-given ability to think for
themselves to just follow as mere “Commoner” all the “vertical directions”.
From another POV, the "Kingdom of
God" is not a kingdom at all, but more like a republic. Let’s think about
it. If God is the king and we are all His children, consequently, that will
make us all princes and princesses. No one of us will have any rights or
privileges that others will do not also enjoy. That fits the pattern of a true
republic far better than any kind of traditional monarchy.
Article 7: Powers Related to the
Blessing of Marriage
1. True Parents have sole authority for
Blessed Marriage.
2. True Parents may, when necessary,
delegate their authority over Blessed Marriage, within a limited scope.
Ultimately the Blessing comes from God.
“Parents”, representing God (including TPs) only transfer God’s Blessing into
the Marriage. Therefore, True Parents cannot claim “the sole” (exclusive and permanent)
authority from God to transmit the Blessing.
It should be rewrite as: “1. True Parents have the
authority to transmit God’s Blessing into marriage and God delegates also such
authority to responsible parents in order to bless their own children.”
The family is sovereign because the original and
eternal love designed and blessed by God between husband and wife is a sacred
and absolute birthright.
The
family is an unchanging point of origin, a timeless cornerstone that cannot be
altered even by the father, by brothers and sisters, or by the system of
government of any country. Nothing
can alter the sovereignty of the family – not the world, not heaven and
earth, not even God Himself. For this reason, the concept of revolution will
never be needed in the family. No revolution is necessary since the family is
the throne of love. (SMM -

This present “Cheon Il Guk Constitution document”
praiseworthy includes at the beginning the Family Pledge, as True Father has
requested:
“The constitutional laws will be set up from the Family
Pledge you are reciting. Once these laws are set up based on the Four Great
Realms of Heart, the Three Great Kingships, and the Realm of the Royal Family,
it will be the formula everyone acknowledges. No one can deceive those that
know this formula.”

The Family Pledge affirms eight times: “Our family, the owner of Cheon Il Guk”. After
that important statement, pledges or promises are made, which can be consider
in legal terms “statements of intention” or “statements of purpose” that should
be achieve voluntarily by “centering on
true love”; unfortunately, in the Art. 8 and 22 has changed that for “God and True Parents at its center”.
The family is sovereign. Why? Because the family holds fundamental
and intrinsic rights, which originate from a sovereign inner authority (which
are not determined by the State, neither by any other authority or
institution), in fact, the sovereign family is preceding any State or
institution and constitutes the foundation for all authority. This sovereign
authority is the only capable to originate the first of all social
institutions: The family founded on marriage as primordial society and common
patrimony of humanity.
Let's list some CARACTERISTICS of conjugal love,
constitutive of marriage between one man and one woman:
1. Being an expression of God's love (for
believers).
2. Total (From the whole person to whole
person - embrace the totality of the person spirit and body)
3. Faithful ("I will be your man or your
woman in exclusivity and forever")
4. Exclusive (only for the spouse)
5. Sexual (different from other forms of love,
paternal, filial, fraternal, it is unique, designed and destined to unite
"two in one flesh")
6. Close and Intimate (being sexual and
exclusive it becomes close and intimate)
7. Fecund (open to paternity and maternity,
the transmission of life and LINEAGE)
8. Committed (generates inescapable rights and
duties)

Section 3: Cheon Il Guk
Article 8: Cheon Il Guk
1.
Cheon Il Guk is a world that actualizes God’s peaceful ideal world freedom,
peace, unity and happiness with God and True Parents at its center.
(Yes, it is the Pledge No. 4, but “centering
on true love”)
2.
Cheon Il Guk is composed of sovereignty, people, and territory, the
basic elements of a peaceful ideal world.
3. Cheon
Il Guk is realized through the perfection of the ideal of blessed families.
Article 9: Fundamental Principles
Cheon
Il Guk is based on the principles of interdependence, mutual prosperity and
universally shared values.

Beautiful concept and ideal, but so far the
hierarchical system put in practice until now is preventing the principle of
such “mutual prosperity”
Article 10: Sovereignty of Cheon Il
Guk
(All sovereignty comes from
the invisible God, but is inherited by all his visible son and daughters, who
will establish CIG as sovereign children – recognized in the Art. 2, 1-. Every individual is from the moment of conception
individually created by God to exercise free will, responsibility and personal
sovereignty. No human agency may, by whatever means, deny, ignore, raise
barriers to, refuse or destroy this sovereignty.)
To see more on this theme:
1. The
sovereignty of Cheon Il Guk for the peaceful ideal world comes from God and True Parents.
The repeated expression “God and True
Parents” used in this document should be clarified, because it can be
misleading when used to imply that God and True Parents are equivalent and “one
and the same” in terms of authority or sovereignty.
GOD the Cosmic Parent (“I
Am that I Am” - Spirit and INVISIBLE - incorporeal) the Creator of
all things, is the absolute reality, eternal, self-existent and transcendent of
time and space - (DP) and (Exodus 3:14).
Each person express and manifest singular and unique
characteristics (Imago Dei) as God's sons and daughters, but God is not limited
to a sole and unique particular human face or image or couple, even a perfected
Adam and Eve, Jesus Christ or True Parents are still a limited and partial
manifestation of the infinite totality of the mysterious nature of God's
personality. No single human or couple could be ALL of God, the totality of God. Our "Eternal
CREATOR" is the origin and source of all the different and multiple
(present and future) "Individual Images" (using the Unification
Thought expression) and the ONE who can guide us internally and constantly
through our heart (original mind) and consciences. This is one among other
reasons why is wrong to worship or deify any human being as God himself. No person or couple can claim a “monopoly on God” or a “monopoly of the truth” or “God’s words”
2.
The sovereignty of Cheon Il Guk for the peaceful ideal world is actualized through the
Citizens of Cheon Il Guk.
The eight affirmations of the Family Pledge refers to the
family as the owner of CIG, in other words, the family should hold the sovereignty. The motto of the
year 2014 confirms once more that we are (sovereigns) or owners of GIG: "Let us become true owners of Cheon Il
Guk who practice true love in resemblance to our Creator, the Heavenly
Parent!"
The sovereignty of CIG resides in the families, which
are more than agents that “actualized” such
sovereignty. Unfortunately, the present CIG Constitution does not clearly
recognize or emphasizes that; as currently written, this “CIG Constitution”
needs an improvement in crucial points about sovereignty, recognition of
unalienable rights and the intrinsic original value of each person and family.
Because, it contradicts in the same document what is expressed in the Family
Pledge (at the beginning of the text) which recognize that our families are the
owners of CIG (hold sovereignty); there is a clear lack
of continuity between the Family Pledge and what follows next… such deficiency makes most of the following
articles of the text inadequate or even irrelevant.
Is the divine right for self-government
invested in each person and family or is it invested only in the sovereign
authority of “The True Parents” as “the eternal King and Queen of Peace of
Cheon Il Guk”?
Is not the current CIG Constitution bringing back “the divine right of kings”?
The way it is expressed in the current CIG constitution,
appears as if the clock has turned back to the Europe of the
seventeenth century, creating the
type of "absolute monarchy" previous to the American Revolution which
correctly the Divine Principle text analyses, recounting the historical need
for a providential change.
“The kings came to command absolute power and justified it by the
doctrine of the divine right of kings.” … “Democracies of two types arose with
the purpose of dismantling absolute monarchy and transferring sovereignty to
the people.” … “Absolute monarchy thus ran counter to the goal of the Abel-type
view of life.” (Divine Principle)
These are crucial concerns and questions,
which need to be, clarify without ambiguities.
As a matter of principle, constitutions and laws
should recognize that each person and family cannot delegate or assign any
power to their authorities or any government except that which they have lawful
right to exercise themselves. Any immoral conduct or social and economic
illegal activity which is forbidden to a person cannot be allowed to a group,
government or state.
God´s sovereignty is bestowed in his children (“we the people”...) who have the divine
given right for self-government and the right to elect the best representatives
(public servants) to positions of government.
"... to
secure these rights, governments are instituted among men, DERIVING THEIR JUST
POWERS FROM THE CONSENT of the governed." (US Declaration of
Independence, 1776)
Article 21 of the Universal Declaration of Human
Rights states that "The will of the
people shall be the basis of the authority of government".
Paraphrasing Abraham Lincoln famous words in the Gettysburg Address in November 19, 1863:
: … that this
nation (of CIG), under God, shall have a new birth of freedom -- and that government
of the people, by the people, for the people, shall not perish from the earth.
Even God (the unquestionable source of all
power and authority) do not force any obedience, instead he seeks to love and
have the voluntary consent of his children.
(Paul Johnson suggested -January 1995 issue
of Commentary- that the present
concept of rights flows out of an earlier concept of obligations on the part of
each person to God and to one another as the foundation of justice. The
Puritans and other Reformed Protestants of the earliest centuries of the
settlement of what is now the United States had developed a systematic theory
of obligations resting on the idea of “covenant” –as it did for the ancient
Jewish as their organizing principle, a morally informed pact of public
character between God and humanity based upon voluntary consent and
sealed with mutual oaths or promises, whereby the people recognize God's
sovereignty and God provides them with protection and the law under which they
are to live. The partners to the covenant voluntarily consent for
purposes of their shared task, i.e., the settlement and improvement of the
world -- and sufficient independence of choice in assuming that task.

Article 11: Territory
Cheon Il Guk’s territory is the cosmos,
which encompasses both the physical and spiritual worlds, where God’s peaceful
ideal world is realized.
To claim the whole cosmos as territory is
indeed an intrepid and adamant statement. It will mean that from the billions
of possible planets in the whole Universe, which can hypothetically hold
conscientious and intelligent life, with a good chance of civilizations older
than ours with beings that can be thousands if not millions of years
technically and spiritually more advance than humans, it will imply that such
beings should submitted themselves to the authority of this earthly Kings (the
True Parents as the eternal King and Queen of Peace of Cheon Il Guk) which have
claimed final authority over them; when ironically such Kingdom has not even
being established substantially in any earthly territory, residing in the CIG
World Headquarters inside the sovereign State of the Republic of South Korea.

Article 12: Duties
Cheon
Il Guk must establish and carry out policies for the advancement of the
welfare and rights of the Citizens of Cheon Il Guk.
Rights are intrinsic and ineradicable; the role
of any government is to recognize them and grant their protection - Love, life, freedom of conscience, responsibility,
property among many other inalienable rights and duties, do not exist because
men had invented them, or because they made laws about them. On the contrary,
it was the fact that love, life, freedom of conscience, responsibility and
property existed before hand that caused people the need to established laws
for their protection in the first place.
Article 13: The Source of Law
God’s
true love and True
Parents’ words
provide the foundation for the laws in Cheon Il Guk.
Article 14: Basic Scripture
Cheon
Il Guk’s basic scriptures are Cheon Seong Gyeong, Cham Bumo Gyeong, and Pyeong
Hwa Gyeong.

Article 15: Public Assets
1.
The citizens of Cheon Il Guk voluntarily make donations or offerings for
the providence of Cheon Il Guk.
2. Cheon
Il Guk’s public assets are the tangible and intangible assets made for the
providence of God and True
Parents, and the tangible and intangible assets offered by the citizens
of Cheon Il Guk.
3. Any
changes in matters pertaining to public assets of Cheon Il Guk must comply with
the laws of the nation in which the asset in question is located, and require
the advance approval of
True Parents and that nation’s national leader.
Article 16: Official Language
The official language of Cheon Il Guk
is Korean, which is the language of God's homeland.
Article 17: National Flag, National
Anthem, National Bird, and National Flower
Cheon
Il Guk’s national flag is the Flag of Cheon Il Guk, its national anthem is the
Song of Cheon Il Guk, its national bird is the crane, and its national flowers
are the rose and the lily.
Article 18: The World Headquarters
The
seat of the World Headquarters of Cheon Il Guk is to be Cheon Jeong Gung in the Republic of Korea, which is
God’s homeland and hometown.
Therefore, CIG is far from being a nation with
sovereign "state powers" in such humongous intergalactic territory
:-) (Art. 11). It can become a "nation" (culturally) inside different
sovereign states, but never a "State". At the moment, it is just a
religious institution or organization(s) (NGOs) inside the Republic of Korea.
CHAPTER
2: CITIZENS OF CHEON IL GUK
Section 1: Citizens of Cheon Il Guk
Article 19: The Citizens of Cheon Il
Guk

Citizens of Cheon Il Guk are defined as those who attend God and True Parents and
follow True Parents’ teachings.
(Who and how determines or defines what is
the proper way to attend God and True Parents?)

Matters pertaining to the qualifications of a citizen of Cheon Il Guk shall be prescribed by law.
Which law? Is any written content of this
specific law available? Or still it is a plan for a future law to be written?
Who will write, approved and make an informed consent to such law? From this
first reference, the expression “prescribed

Article 20: Rights
1. Citizens of Cheon Il Guk are
equal before the law, and there shall be no discrimination on account of
gender, age, social status, property ownership, or race.
In
fat is essential in order to defend the right of freedom of conscience, free
speech and religious freedom to include here no discrimination on the basis of
belief or religion, also included nationality, family and lineage, as we all
know there are national and lineal glass ceilings and people are treated
differently based on these criteria. So that is probably why they were omitted.
Each person's equality with others only takes place in
three aspects:
We are equal in dignity and value in front of the eyes
of God,
Before the law,
And in the protection of our rights.
2. Citizens
of Cheon Il Guk have the right to hold elections and to be elected under the
terms prescribed by law.
3.
Citizens of Cheon Il Guk have the right to submit petitions to any agency
related with Cheon Il Guk under the conditions prescribed by law.
4.
Citizens of Cheon Il Guk have the right to court hearings in accordance with
the law, under judges qualified under the Constitution and the law.
5.
Citizens of Cheon Il Guk have the right to education for perfecting the Three
Great Blessings.
6.
Citizens of Cheon Il Guk have the right to become public officials.
7.
Citizens of Cheon Il Guk have the right to become Hoondok Home Church Leaders
and Tribal Messiahs.
8.
The basic freedom and rights of citizens of Cheon Il Guk are not to be
neglected simply on the grounds that they are not enumerated in the
Constitution.
(It is better to enumerate all the rights
in the constitution or make a reference of acceptance of the Universal Declaration of Human Rights or
others like the Bill of Rights, for their protection and to make sure that are not to be
neglected.)
Let us identify some of the unalienable or
natural rights which the Founders of the USA knew existed but did not enumerate
in the Declaration of Independence:
The right of self-government.
The right to bear arms for self-defense.
The right to own, develop, and dispose of
property.
The right to make personal choices.
The right of free conscience.
The right to choose a profession.
The right to choose a mate.
The right to beget one’s kind.
The right to assemble.
The right to petition.
The right to free speech.
The right to a free press.
The right to enjoy the fruits of one’s
labors.
The right to improve one’s position through
barter and sale.
The right to contrive and invent.
The right to explore the natural resources
of the earth.
The right to privacy.
The right to provide personal security.
The right to provide nature’s necessities —
air, food, water, clothing, and shelter.
The right to a fair trial.
The right of free association.
The right to contract.

9. In cases where it is required,
the rights of Cheon Il Guk citizens may be constrained by law for the sake of
the firm establishment and completion of Cheon Il Guk.
(No ambiguity, such cases should be specified)
Article 21: Duties
1. Citizens
of Cheon Il Guk must not lose the pure lineage of heaven.
2.
Citizens of Cheon Il Guk must not violate one another’s heart or their human
rights.
(Which “human
rights”? The ones specified in the Universal Declaration of Human Rights? If that is the case Art. 23
should be revised or consider for possible violation of the Article 18 of the Declaration:
“Everyone
has the right to freedom of thought, conscience and religion; this right
includes freedom to change his religion or belief, and freedom, alone or in
community with others, and, in public or private, to manifest his religion or
belief in teaching, practice, worship and observance.”)
3.
Citizens of Cheon Il Guk must not misuse public funds.
4.
Citizens of Cheon Il Guk should read, practice, disseminate and educate through
True Parents’ words.
5.
Citizens of Cheon Il Guk should serve as Hoondok family leaders and tribal messiahs
for the sake of the substantial establishment and completion of Cheon Il Guk.
There are two kinds of duties -- public and
private. Public duties relate to public morality
and are usually supported by local or state ordinances which can be enforced by
the police power of the state. Private duties are those which exist between the
individual and his Creator. These are called principles of private morality.
The only enforcement agency is the self-discipline of the individual himself.
Examples of Public and
Private Duties
1.
The
duty to honor the supremacy of the Creator and his laws.
2.
The
duty not to take the life of another except in self-defense.
3.
The
duty not to steal or destroy the property of another.
4.
The
duty to be honest in all transactions with others.
5.
The
duty of children to honor and obey their parents and elders.
6.
The
duty of parents and elders to protect, teach, feed, clothe, and provide shelter
for children.
7.
The
duty to support law and order and keep the peace.
8.
The
duty not to contrive through a covetous heart to despoil another.
9.
The
duty to provide insofar as possible for the needs of the helpless -- the sick,
the crippled, the injured, the poverty-stricken.
10. The duty to honorably perform contracts and
covenants both with God and man.
11. The duty to be temperate.
12. The duty to become economically
self-sufficient.
13. The duty not to trespass on the property or
privacy of another.
14. The duty to maintain the integrity of the
family structure.
15. The duty to perpetuate the race.
16. The duty not to promote or participate in
the vices which destroy personal and community life.
17. The duty to perform civic responsibilities
-- vote, assist public officials, serve in official capacities when called
upon, stay informed on public issues, volunteer where needed.
18. The duty not to aid or abet those involved
in criminal or anti-social activities.
19. The duty to support personal and public
standards of common decency.
20. The duty to follow rules of moral
rectitude.

Article 22: Public Officials
1.
Public officials of Cheon Il Guk must maintain a standard of faith, character
and professionalism in carrying out public duties for the sake of the
substantial establishment and completion of Cheon Il Guk.
2.
A public official of Cheon Il Guk shall be disqualified in the event that he or
she fails to demonstrate the character befitting a public official, or fails to
carry out his or her public duties.
3.
Matters related to the qualification and disqualification of public officials
shall be prescribed by law.
Article 23: Forfeiture and Recovery of
Rights
1.
Some or all of the rights of a Cheon Il Guk citizen shall be forfeited in the
event that he or she is found to have committed any of the following:
(1)
An act disavowing God and
True Parents.
(2)
An act disavowing the identity and ideology of Cheon Il Guk.
(3)
An act disavowing the Cheon Il Guk Constitution.
(4)
An act that hinders the substantial establishment and completion of Cheon Il
Guk.
To forfeit some or all rights for the
reasons explain above, can be consider as a possible violation of basic human
rights, specifically, the Article 18 of the Universal Declaration of Human Rights:
“Everyone
has the right to freedom of thought, conscience and religion; this right
includes freedom to change his religion or belief, and freedom, alone or in
community with others, and, in public or private, to manifest his religion or
belief in teaching, practice, worship and observance.”
To determine what can of specific actions
be consider “an act of disavowing” “God and True parents”, “the identity and ideology of CIG” or “the CIG Constitution” will require “an official
creed” made into law (in this case a religious law – as it is mention in the
title of the CIG Constitution: “Religious
law to actualize God’s peaceful ideal world”); and it will require the
necessity for courts (or tribunals) in order to decide such matters. In other
words, it can bring back again a kind of “Holy Inquisition”.
Besides, the act of disavowing or no
recognizing a constitution due to reasonable concerns which appears to
contradict basic accepted universal human natural rights should be commended
not punished. If this is not clarify properly, it can open the doors for the
abuses of power of a possible future totalitarian state that we have seen in
the past, with the aggravated fact that it will done in the name of “God and True Parents”.
Neither will accomplish the express desire
of the preamble:
“… we
pursue equality between men and women in the blossoming of the culture of heart
based on true love that goes beyond the walls of religions, national borders
and race, and we aim at consensus in harmony among all people”
What's more, it makes a mockery of Rev.
Moon's declarations on religious freedom ironically made before the Senate
Subcommittee on the Constitution in 1984:
“I
would like to express my heartfelt appreciation for inviting me to speak at
this Senate hearing on religious freedom.”
“Without
religious freedom… God cannot fulfill His ideal. The Pilgrim Fathers understood
that if you do not have religious freedom, you have no freedom at all.”
“I
am honored to dedicate myself today to the preservation of religious freedom in
this country.”
“I
thank God that He is using me as His instrument to lead the fight for religious
freedom and to ignite the spiritual awakening of America in this most crucial
hour of human history.”

Matters related to the forfeiture and recovery of a Cheon Il Guk citizen's
rights shall be prescribed
by law.
Section 2: True Parents’ Family and
Blessed Families
Article 24: True Parents’ Family
1. True
Parents’ family is defined as True Parents’ direct descendants and their
spouses.
2. The value of members of True
Parents’ family is legitimized through their relationship of absolute faith,
absolute love, and absolute obedience with True Parents.
Article 25: Duties of True Parents’
Family Members
1.
To inherit True Parents’ tradition, members of True Parents' family must lead a
life of attendance to True Parents.
2.
Members of True Parents’ family must maintain exemplary character, and pursue a
life that is in accordance with True Parents’ teachings.
Article 26: Blessed Families
1.
A blessed family is comprised of a husband and wife and their direct
descendants who, through the Blessed Marriage bestowed on that husband and
wife by the Savior, Messiah and True Parents of Humankind, have had their original sin cleansed and have been reborn.
2.
Blessed families are all constituent members of the great cosmic family centered on God and True Parents.
(Yes, a “universal
family” mentioned in the Pledge No. 4, but “centering on true
love”)
3.
Matters concerning the qualifications of a blessed family, and the loss and
restoration of those qualifications, shall be prescribed by law.
Article 27: Duties of Blessed Families
1.
Blessed families inherit True Parents’ lineage, and in order to uphold this, must live a life of
attendance.
2.
Blessed families must
have exemplary character and pursue a life of absolute faith, absolute love, and
absolute obedience in accordance with True Parents’ teachings.
3.
Blessed families must
respect and protect True Parents’ family.
This duty should be explain, and how is different from
the respect and protection of any other CIG citizen or family.
CHAPTER
3: THE CHEON IL GUK SUPREME COUNCIL
Article 28: The Supreme Decision-making
Organ
The
supreme decision-making organ of Cheon Il Guk shall be the Cheon Il Guk Supreme
Council.
Article 29: Composition of the Cheon
Il Guk Supreme Council
1.
The Cheon Il Guk Supreme Council shall be composed of thirteen (13) members.
2. These
members shall comprise one (1) Chairperson, one (1) Vice Chairperson, and
eleven (11) ex officio, assigned or elected members.

list of the first Supreme Council members
Article 30: Chairperson and Vice
Chairperson
1.
The Chairperson shall be appointed by True Parents from among True Parents’
family members, and shall concurrently serve as the World President of the
Cheon Jeong Won (Cheon Il Guk Government).
2.
The Vice Chairperson shall be appointed by True Parents, and shall carry out
the Chairperson's duties when the Chairperson cannot perform those duties for
unavoidable reasons, or when the Chairperson entrusts the Vice Chairperson with
his or her authority.
3.
The Chairperson and Vice Chairperson may be dismissed by those who appointed
them, as prescribed by law.
4.
The Chairperson and Vice Chairperson shall offer their services without
financial compensation.
Article 31: Members
1.
Ex officio members shall include the Speaker of the Cheon Wi Won (Cheon Il Guk National Assembly), the
Chief Justice of the Cheon Beob Won (Cheon
Il Guk Court), the Chairperson of the Cheon Jae Won (Cheon Il Guk Foundation), and the Chairperson of the Cheon Gong Won
(Cheon Il Guk Media Committee).
2. True
Parents will designate the assigned members.
3.
True Parents will make these appointments from among candidates elected by the
Cheon Wi Won.
4.
Members of the Cheon Il Guk Supreme Council shall not be dismissed during their
term of office unless they are dismissed by those who appointed them, as prescribed by law.
5.
Members of the Cheon Il Guk Supreme Council shall offer their services
without financial compensation.
Article 32: Term of Office
1.
The term of office for the Chairperson shall be seven (7) years and he or she
may be reappointed.
2.
The term of office for the Vice Chairperson and members shall be four (4)
years, and they may be reappointed. However, they may not remain in office for
more than twelve (12) years in total.
Article 33: Matters for Deliberation
and Resolution
The
Cheon Il Guk Supreme Council shall deliberate and decide on matters to do with
the following:
(1)
Matters related to carrying out True Parents' directions
(2)
Matters related to the identity and basic principles of Cheon Il Guk (This is the third time the word “principles” appear
in the text of the CIG constitution, in the introduction and in the Article 9
referring to the “principles of
interdependence”. Therefore, what are specifically the “basic principles of Cheon Il Guk” besides the “principles of interdependence”?)
(3)
Matters related to the rights, duties and faith of Cheon Il Guk citizens
(4)
Matters submitted by each organization.
(5)
Matters related to amending the Cheon Il Guk Constitution
(6)
Matters otherwise prescribed by the Constitution and laws
Article 34: Resolutions
1.
All matters submitted to the Cheon Il Guk Supreme Council shall, in principle,
be resolved by unanimous decision of the current members including the
Chairperson and the Vice Chairperson.
2.
If a unanimous decision cannot be achieved due to unavoidable circumstances, a
matter may be resolved by the approval of three-quarters of the current
members, including the Chairperson and the Vice Chairperson.
3.
Other matters pertaining to the method of passing resolutions shall be prescribed by law.
Article 35: Implementing and Managing
Resolutions
1.
Matters decided by a vote of the Cheon Il Guk Supreme Council shall be
implemented only after True Parents' approval is obtained.
2.
Detailed matters pertaining to other operations of the Cheon Il Guk Supreme
Council shall be prescribed
by law.
Article 36: Vicarious Exercise of
Powers
Centered on the Chairperson, the Cheon
Il Guk Supreme Council shall vicariously exercise True Parents' authority as prescribed by the Constitution and law,
in the event of True Parents' death, complete incapacity, or transfer of
authority.
CHAPTER
4: THE CHEON JEONG WON
(THE
CHEON IL GUK GOVERNMENT)
Section 1: The Cheon Jeong Won
Article 37: Executive Powers
The
executive power of Cheon Il Guk shall be vested in the Cheon Jeong Won
Article 38: The Administrative
Agencies
1.
The Cheon Jeong Won (The Cheon Il Guk Government) shall install and operate
administrative agencies necessary for the systematic and efficient execution of
administrative affairs.
2.
All matters related to the installation and operation of administrative
agencies shall be prescribed
by law.
Article 39: Advisory Organizations
1. The
Cheon Jeong Won may establish advisory organizations under its authority as
necessary to perform its functions.
2.
Matters pertaining to the installation and management of advisory organizations
shall be prescribed by law.
Article 40: Scope of Activities
1.
The Cheon Jeong Won shall establish and carry out policies for the firm
establishment and completion of Cheon Il Guk.
2.
The Cheon Jeong Won will take responsibility for all work pertaining to
missions and welfare projects.
Section 2: The World President and the
World Vice President
Article 41: The World President
1.
The World President, as the head of the Cheon Jeong Won (The Cheon Il Guk
Government), shall direct and oversee all providential organizations,
administrative agencies, and advisory organizations as prescribed by law.
2.
The World President shall be appointed or dismissed by True Parents according
to the Constitution and as prescribed
by law.
Article 42: The World Vice President
1. As
second in command of the Cheon Jeong Won, the World Vice President shall carry
out the World President's duties when the World President cannot perform those
duties for unavoidable reasons, or when the World President entrusts the World
Vice President with his or her authority.
2.
The World Vice President shall be appointed or dismissed by True Parents
according to the Constitution and as prescribed by law.
3.
The duties and authority of the World Vice President shall be prescribed by law.
Article 43: Term of Office
1.
The term of office for the World President shall be seven (7) years and he or
she may be reappointed.
2.
The term of office for the World Vice President shall be four (4) years, and he
or she may be reappointed. However, he or she may not remain in office for more
than twelve (12) years in total.
Section 3: Providential Organizations
Article 44: Providential Organizations
1.
The Cheon Jeong Won (The Cheon Il Guk Government) operates the providential
organizations necessary for the firm and substantial establishment and
completion of Cheon Il Guk.
2.
All matters related to the establishment, purpose, function, organization and
operation of providential organizations shall be prescribed by law.
Article 45: The Heads of Providential Organizations
1.
The heads of providential organizations shall be appointed by True Parents on
the recommendation of the Cheon Il Guk Supreme Council.
2.
The heads of providential organizations may be dismissed by those who appointed
them, as prescribed by
law.
Article 46: Term of Office for the
Heads of Providential Organizations
The
term of office for the heads of providential organizations shall be four (4)
years, and they may be reappointed. However, they may not remain in office for
more than twelve (12) years in total.
CHAPTER
5: THE CHEON WI WON
(THE
CHEON IL GUK NATIONAL ASSEMBLY)
Article 47: Legislative Powers
The
legislative powers of Cheon Il Guk shall be vested in the Cheon Wi Won (Cheon
Il Guk National Assembly).
Article 48: Composition
1.
The Cheon Wi Won shall be composed of a Chairperson, a Vice Chairperson, ex
officio members, elected members, and tribal messiah members.
2.
The number of Cheon Wi Won members shall be prescribed by law, but the number shall not be
more than 210, including the Chairperson and the Vice Chairperson.
Article 49: The Chairperson and Vice
Chairperson
1.
There will be one (1) Chairperson and two (2) Vice Chairpersons. The Vice
Chairpersons shall comprise one man and one woman.
2.
The Chairperson and Vice Chairpersons must satisfy the qualifications as prescribed by law.
3.
True Parents shall appoint the Chairperson from among qualified candidates, as prescribed by law.
4.
The Vice Chairpersons shall be appointed by the Chairperson from among
candidates nominated by at least one-quarter of the serving members.
The
Chairperson and the Vice Chairpersons shall not be dismissed during their terms
of office except by those who appointed them, as prescribed by law.
Article 50: Members
1. Ex
officio members shall comprise national messiahs for each nation and
representatives among national leaders.
2.
The method of election and the qualifications of ex officio members and elected
members shall be prescribed
by law.
3.
Tribal messiah members shall comprise those tribal messiahs who satisfy the
qualifications prescribed by law.
Article 51: Term of Office
1.
The term of office for the Chairperson and Vice Chairpersons shall be four (4)
years, and they may be reappointed. However, they may not remain in office for
more than twelve (12) years in total.
2.
The term of office for members shall be (4) years, and they may be reappointed.
Article 52: Regular Sessions and
Provisional Sessions
1.
The Cheon Wi Won Chairperson shall convene regular sessions of the National
Assembly, and provisional sessions as required.
2.
A regular session of the National Assembly shall be convened twice each year,
on Foundation Day and the Anniversary of True Father’s Ascension.
3.
A provisional session of the National Assembly shall be convened in the
following instances:
(1)
In the case of a request by True Parents
(2)
In the case of a request by the Cheon Il Guk Supreme Council
(3)
In the case of a request by at least fifty percent of the members of the Cheon
Wi Won
Article 53: Quorum
The
attendance of at least fifty percent of the total members shall be necessary to
convene a session of the Cheon Wi Won (Cheon Il Guk National Assembly), and the
approval of two-thirds or more of the members present shall be necessary for
the National Assembly to make a binding decision.
Article 54: Submission and
Finalization of Legislative Bills
1.
Members of the Cheon Wi Won (the Cheon Il Guk National Assembly) and the Cheon
Jeong Won (the Cheon Il Guk Government) may submit legislative bills.
2.
Legislative bills passed in the Cheon Wi Won shall be confirmed through the approval of True Parents.
Article 55: Deliberating and
Finalizing the Budget Bill
1.
The Cheon Wi Won shall deliberate upon and approve the Cheon Il Guk budget and
project proposals.
2.
Budgets and business plans that are passed in the Cheon Wi Won shall come into
force upon the approval of
True Parents.
Article 56: Powers of Inspection
1. The
Cheon Wi Won may investigate specific matters concerning the Cheon Jeong
Won (Cheon Il Guk Government), the Cheon Beob Won (Cheon Il Guk Court), the
Cheon Jae Won (Cheon Il Guk Foundation), and the Cheon Gong Won (Cheon Il Guk
Media Committee), and may demand the production of documents directly
related thereto, the appearance of a witness in person, or the furnishing of
statements of opinion.
2.
Procedures and other matters related to investigations will be prescribed by
law.
Article 57: Review of Qualifications
and Disciplinary Actions
1.
The Cheon Wi Won may review the qualifications of its members and may take
disciplinary action in relation to its members.
2.
Matters related to the review of the qualifications of its members and
disciplinary action shall be prescribed by law.
Article 58: Right of Impeachment
1.
In the event that a public official has violated the Constitution or other laws
in the performance of official duties, the Cheon Wi Won may pass a motion for
his or her impeachment.
2.
The method and proceedings for a motion for impeachment shall be prescribed by law.
CHAPTER
6: THE CHEON BEOB WON
(THE
CHEON IL GUK COURT)
Article 59: Judicial Powers
The
judicial powers of Cheon Il Guk shall be vested in the Cheon Beob Won (the
Cheon Il Guk Court).
Article 60: Composition
The
Cheon Beob Won shall comprise one (1) Chief Justice and eight (8) judges.
Article 61: The Chief Justice and the
Judges
1.
The Chief Justice and the judges of the Cheon Beob Won shall satisfy
qualifications prescribed
by law.
2. True
Parents shall appoint the Chief Justice from among qualified candidates, as prescribed by law.
3.
The judges shall be appointed
by True Parents on the recommendation of the Cheon Il Guk Supreme
Council.
4.
The Chief Justice and judges shall not be dismissed during their terms of
office unless they are dismissed by those who appointed them, as prescribed by law.
Article 62: Term of Office
The
term of office for the Chief Justice and for judges shall be four (4) years, and
they may be reappointed. However, they may not remain in office for more than
twelve (12) years in total.
Article 63: Scope of Activities
1.
The Cheon Beob Won shall rule on disputes regarding the Constitution and Laws
of Cheon Il Guk.
2. The
judges shall rule independently
according to their conscience and in
conformity with God’s true love,
True Parents’ teachings, the Constitution, and the law.
3. All other judicial matters and
judicial proceedings shall be prescribed by law.
CHAPTER
7: THE CHEON JAE WON
(THE
CHEON IL GUK FOUNDATION)
Article 64: Financial Powers
The
financial powers of Cheon Il Guk are vested in the Cheon Jae Won (Cheon Il Guk
Foundation).
Article 65: Composition
The
Cheon Jae Won (Cheon Il Guk Foundation) shall be composed of nine (9) members:
one (1) Chairperson and eight (8) committee members.
Article 66: Chairperson and Committee
Members
1.
The Cheon Jae Won Chairperson and committee members shall satisfy
qualifications, as prescribed by law.
2.
True Parents shall appoint the Chairperson from among qualified candidates, as
prescribed by law.
3.
True Parents shall appoint the committee members of the Cheon Jae Won on the
recommendation of the Cheon Il Guk Supreme Council.
4.
The Chairperson and committee members shall not be dismissed during their terms
of office unless they are dismissed by those who appointed them, as prescribed
by law.
Article 67: Term of Office
The
term of office of the Chairperson and committee members shall be four (4)
years, and they may be reappointed. However, they may not remain in office for
more than twelve (12) years in total.
Article 68: Scope of Activities
1.
The Cheon Jae Won shall financially support the operations of all organizations
under Cheon Il Guk.
2. The Cheon Jae Won may engage in for-profit
and not-for-profit business activities utilizing assets owned by the
Foundation.
3.
The Cheon Jae Won shall manage the public assets of Cheon Il Guk.
4.
The Cheon Jae Won must receive True Parents' approval in order to dispose of
the public assets of Cheon Il Guk.
CHAPTER
8: THE CHEON GONG WON
(THE
CHEON IL GUK MEDIA COMMITTEE)
Article 69: Powers Related to the
Media
Powers concerning the procurement of
people’s opinions, media reports, and public relations for the firm
and substantial establishment and completion of Cheon Il Guk are vested in the
Cheon Gong Won.
Article 70: Composition
The
Cheon Gong Won shall comprise one (1) Chairperson and eight (8) committee
members.
Article 71: Chairperson and Committee
Members
1.
The Chairperson and committee members of the Cheon Gong Won shall satisfy the
qualifications as prescribed by law.
2.
True Parents shall appoint the Chairperson from among qualified candidates, as
prescribed by law.
3.
True Parents shall appoint the committee members of the Cheon Gong Won on the
recommendation of the Cheon Il Guk Supreme Council.
4.

term of office for the Chairperson and for committee members shall be four (4)

Article 73: Scope of Activities
1.
The Cheon Gong Won shall be responsible for activities related to news reports,
public information, and education for the citizens of Cheon Il Guk.
2.
The Cheon Gong Won shall assess public opinion and convey it through the Cheon
Il Guk media outlets to the Cheon Jeong Won (Cheon Il Guk Government), the
Cheon Wi Won (Cheon Il Guk National Assembly), the Cheon Beob Won (Cheon Il Guk
Court), and the Cheon Jae Won (Cheon Il Guk Foundation) and to the citizens of
Cheon Il Guk.
3.
The Cheon Gong Won may
gather public opinion and create an agenda to be submitted to the Cheon
Jeong Won (Cheon Il Guk Government), the Cheon Wi Won (Cheon Il Guk National
Assembly), the Cheon Beob Won (Cheon Il Guk Court), or the Cheon Jae Won (Cheon
Il Guk Foundation)
CHAPTER
9: REGIONAL CHURCH GOVERNANCE
Section 1: Continental Church
Governance
Article 74: Continental Leaders
1.
True Parents shall appoint Continental Leaders on the recommendation of the
World President.
2.
Continental Leaders shall not be dismissed during their terms of office unless
they are dismissed by those who appointed them, as prescribed by law.
Article 75: Term of Office
The
term of office for Continental Leaders shall be four (4) years, and they may be
reappointed. However, they may not remain in office for more than twelve (12)
years in total.
Article 76: Powers of the Continental
Leaders
The Continental Leaders shall
coordinate and cooperate with operations of the churches in
the nations on their continent for the firm establishment and completion of
Cheon Il Guk.
Article 77: Composition and Management
of Organizations
Matters
related to the formation and operation of organizations required for
continental church governance shall be prescribed by law.
Section 2: National Church Governance
Article 78: National Messiahs
1.
The True Parents shall appoint national messiahs from among qualified
candidates, as prescribed by law.
2. National messiahs may be
dismissed by the persons with the authority to appoint, as prescribed by
law.
3. National messiahs will serve as
advisors to the national leaders, offering suggestions and responding to
questions from the national leaders regarding church governance in the nation.
Article 79: National Leaders
1.
Authority to appoint and dismiss national leaders lies with the churches in each nation, with
decisions to be finalized after True Parents’ approval.
Church, churches or Family Federation
Article 80: Term of Office for
National Leaders
The
term of office for national leaders will be four (4) years, unless decided
differently in the nation, and they may be reappointed. However, they may not
remain in office for more than twelve (12) years in total.
Article 81: Headquarters
1.
The church headquarters of each nation will be responsible for all church work
in that nation for the firm establishment and completion of Cheon Il Guk.
2.
The church headquarters of each nation shall establish and manage tribal
messiah offices for tribal messiah activities.
Article 82: Organization and
Operations
1.
The organization and operations for national church governance shall conform with the organization
and operations of Cheon Il Guk.
2.
Matters pertaining to the organization and operations necessary for national church governance
shall be prescribed by
law.
CHAPTER
10: ELECTIONS
Article 83: Elections
1.
As a general rule, all elections in Cheon Il Guk shall be held through
universal, equal, direct and secret ballot, and also by lottery, based on
recommendations.
2.
Any election in which less than one-third of the total eligible votes are cast
shall be invalid.
3.
All necessary matters related to elections shall be prescribed by law.
Article 84: The National Election
Commission
1.
An Election Commission shall be established for the purpose of the fair
management of elections such that they manifest the will of God and that of
the citizens of Cheon Il Guk.
2.
All necessary matters related to the composition of the National Election
Commission and its jurisdiction shall be prescribed by law.
CHAPTER
11: AMENDMENTS TO THE CONSTITUTION
Article 85: Proposals for Amendments
A proposal to amend the Constitution
may be put forth by the Cheon Il Guk Supreme Council, or by at least fifty
percent of the current members of the Cheon Wi Won.
Article 86: Notice of Proposed
Amendments
The
Cheon Il Guk Supreme Council must put proposed amendments to the Constitution
before the public for a
period of at least thirty (30) days.
Article 87: Decision and Finalization of
Proposed Amendments
1.
The Cheon Wi Won (Cheon Il Guk National Assembly) must decide upon the proposed
amendments within sixty (60) days of the public announcement.
2.
The passage of proposed amendments to the Constitution requires the approval of
two-thirds or more of the total members of the Cheon Wi Won (Cheon Il Guk
National Assembly), and a decision by vote of the Cheon Il Guk Supreme Council.
3.
A proposed amendment to the Constitution brought to resolution by the Cheon Wi
Won and the Cheon Il Guk Supreme Council shall only be finalized with True Parents’ approval.
ADDENDA:
Article 1: Date of Entering into Force
This
Constitution shall be proclaimed on the 13th day of the first month, in the
second year of Cheon Il Guk, and
shall enter into force 60 days thereafter.
Article 2: Regulations Previously in
Effect
Regulations,
various articles of association, and rules in force at the time this
Constitution enters into force shall remain valid as long as they are not
contrary to this Constitution.
Article 3: Interim Measures Related to
Organization
The
systems in place at the time this Constitution enters into force shall be
augmented based on the following principles:
(1)
A system centered on the pastors shall be supplementary, and by invigorating the
tribal messiah system it shall contribute to the creation of Cheon Il Guk based
on the home church movement.
(2)
Regional headquarters and churches shall concurrently serve and function as
places of worship and as cultural centers of the heart for the local community.
Article 4: Interim Measures Related to
Agencies and Organizations
1.
Should Cheon Il Guk agencies and organizations be unable to perform their tasks
for unavoidable reasons at the time this Constitution goes into effect, other
organizations or divisions entrusted by True Parents will perform such tasks.
2.
The performance of tasks as outlined in Article 4(1) shall be terminated when
the Cheon Il Guk organization is capable of performing the said task.
Article 5: Original Version
The
original version of this Constitution is the Korean version. Any issues arising
over its interpretation must be resolved through strict reference to the
original Korean version

True Mother Celebrates “Victory” While
Building a Nation

The
jubilant celebrations of the 2014 Cosmic Blessing and the first anniversary of
Foundation Day culminated with one final ceremony: the Victory Celebration,
held at the Cheon Jeong Gung Museum on February 13, 2014 with 500 participants including
members of the True Family, leaders of associated organizations, and church
pastors. At the gathering, True
Mother introduced the Cheon Il Guk Constitution, which will be the foundation
of the realization of Cheon Il Guk, and bestowed a copy of the constitution to
each individual newly appointed as members of the Cheon Il Guk Council.
Among
those appointed were Yeon
Ah Choi Moon, Hoon Sook Moon, Hyo Nam Kim (Hoon Mo Nim), Rev. Young Hwi Kim,
Rev. Jea Seok Lee, Rev. Kyeng Seuk Lu, president Jin Choon Kim, Rev. Yong Cheon
Song, Rev. Hideo Oyamada, Dr. Ki Hoon Kim, Rev. Farley Jones, and Dr. Thomas
Walsh.
Jin
Choon Kim
was appointed as vice-director of the council and Yeop Ju Hwang as the
secretary general. True Mother also bestowed the Cheon Il Guk Constitution on
all of the continental directors.
As True Mother looks ahead towards the
realization of Cheon Il Guk, these appointments seem to signify the
first steps in building more than just a spiritual nation, but a physical
one, with a written constitution to be upheld and defended by a system
of governance. She also expressed her continued desire to spread
the work and message of True Parents throughout the world.
After
reports were given from each organization and region, True Mother gave a brief
message and said, “It is true that
Unificationists worked so hard to prepare this event and the prestige of FFWPU
has soared throughout this event, but we should know that it is discomforting
that there are still seven billion people who have yet to know about the value
of the blessing that True Parents worked for their whole life. Starting from
next year, we should let the world know about True Parents’ holy birthday and
we should hold an event for this day that we can share with people nationwide.
I’m sure that if all humankind knows how much True Parents love them even unto
their last moments, the True Love movement will spread all around the world.”
The
reports offered much good news in the way of initiatives and programs. The
affiliate organizations which included the International Leadership Conference
(ILC), Women’s Federation for World Peace (WFWP), Universal Peace Federation
(UPF)-Korea, One Korea, Youth Federation for World Peace (YFWP), Segye Times,
Tongil Foundation and Wonmo Pyeongae Foundation each spoke about their recent
campaigns.
Each
continental director was then given the chance to give a “Victory Report.” The
reports were a kind of international “State of the Union”, offering a chance for True Mother to
connect to all of the events and programs worldwide.
Dr.
Ki Hoon Kim, North American Continental Director, introduced Matthew Hill, a
second generation Unificationist and American tenor who had sung the previous
day at the special Foundation Day luncheon celebration as part of his
presentation. True Mother asked Matthew to sing two songs before Dr. Kim
reported on the activities of the American Clergy Leadership Conference (ACLC),
education of second generation, and the providence in Las Vegas and Hawaii.
Mr.
Dong Mo Shin, South American continental director, reported on in-reach initiatives
for Unificationists in Brazil, such as Divine Principle workshops, education of
second generation Unificationists connected to Universal Peace Academy (UPA),
and on the education of former and current national leaders. Mr. Young Shik
Ahn, European Continental Director, reported on Divine Principle and Blessing
workshops, as well as UPF activities for second generation Unificationists.
True
Mother’s keynote address followed the reports, after which the participants
determined to become filial sons and daughters, patriots, and saints who will
take advantage of the time they are given and work hard to realize the vision
of Cheon Il Guk. The victory celebration finished with three cheers of Eok
Mansei led by Dr. Chang Shik Yang.

PLEDGE OF THE FAMILIES
We families,
the center of the cosmos, brothers and sisters, vertically connected and flesh
and blood of the True Parents before the new heaven, pledge and swear, before the
True Parents to become worthy of possessing the glory of victors by maintaining
our position in responsible activities and by observing the family laws and
traditions decreed by heaven.
MY PLEDGE
1. As the center of the cosmos, I will fulfill our Father's
Will (purpose of creation), and the responsibility given me (for
self-perfection). I will become a dutiful son (or daughter) and a child of
goodness to attend our Father forever in the ideal world of creation (by)
returning joy and glory to Him. This I pledge.
2. I will take upon myself completely the Will of God to give
me the whole creation as my inheritance. He has given me His Word, His
personality, and His heart, and is reviving me who had died, making me one with
Him and His true child. To do this, our Father has persevered for 6000 years
the sacrificial way of the cross. This I pledge.
3. As a true son (or daughter), I will follow our Father's
pattern and charge bravely forward into the enemy camp, until I have judged
them completely with the weapons with which He has been defeating the enemy
Satan for me throughout the course of history by sowing sweat for earth, tears

to restore His children and the universe, lost to Satan. This I pledge.

nation, world, and cosmos who are willing to attend our Father, the source of
